The Rural Counties’ Environmental Services Joint Powers Authority (ESJPA) is a local government service organization, providing solid waste advocacy and technical assistance to its 26 rural California member counties.
In response to an ever-increasing number of State and federal mandates regarding solid waste management, ESJPA was formed in 1993 to assist its rural county members in complying with regulatory requirements and waste diversion goals. On behalf of its members, ESJPA supports local public education campaigns and administers grants for recycling and hazardous waste management programs.

ESJPA represents 27 rural counties throughout the State of California, helping members navigate state and federal mandates regulating solid waste management and advocating on their behalf regarding key legislative and regulatory matters. Members are kept current on proposed legislation and regulations and given implementation options.
