ESJPA Launches New ROOT Tool Exclusively for Members

November 5, 2026 ESJPA

ESJPA has officially launched the new Rural Organics Optimization Tool (ROOT) for ESJPA members. The ROOT tool is intended to help counties evaluate organic waste management strategies within the practical realities of rural California, using three county examples: Del Norte, Amador and Tuolumne counties.

ROOT is designed as a planning and exploration tool. It provides a transparent way to test assumptions, compare potential program mixes, identify data gaps, and understand tradeoffs among diversion, greenhouse gas impacts, transportation, cost, and co-benefits.

The ROOT tool was developed through a collaborative effort led by the Del Norte Solid Waste Management Authority in partnership with Amador and Tuolumne Counties, the Environmental Services Joint Powers Authority (ESJPA), and Blue Strike Environmental. The project originated from a shared need among rural jurisdictions for a practical planning tool capable of evaluating the greenhouse gas, diversion, transportation, cost, and broader implementation implications of alternative organic waste management strategies.

Rural counties face conditions that are often poorly represented by statewide averages or urban-oriented program models. Long hauling distances, limited processing infrastructure, lower population density, small material volumes, staffing constraints, regional facility dependence, and the economics of operating programs at smaller scales can substantially affect the feasibility and climate performance of organics diversion strategies. The project therefore sought to both identify the strategy(ies) with the greatest theoretical emissions reduction, but to develop a flexible tool that could help counties examine how different strategies perform under actual rural conditions.

ESJPA members can interact with the ROOT Tool in the “Members Corner” here.
